Records relating chiefly to three separate initiatives undertaken by the Arkansas Dept. of Higher Education: 1) the Comprehensive Study of Higher Education, which sought to analyze the present status of each college and university, and project the future needs of higher education for each individual institution as well as for Arkansas as a whole; 2) a proposal to merge the state-run University of Arkansas with Little Rock University; and 3) an effort to determine the needs of the handicapped and mentally retarded, as well as train qualified and professional persons to serve their needs.
